MIAMI – At age 15, shortly after arriving here from his native Nicaragua, Luis Garcia got a $4.50-per-hour job pumping concrete. Within a few years, he saved up enough money to buy a pumping machine and start his own business, hiring out the machine and his experience, taking in $2,000 a week.
